The present invention relates to an apparatus for preventing a water leakage without a water outage, enabling an immediate maintenance to be performed without a water outage when a water leakage occurs in a flange, a pressure wheel unit, etc. as well as a straight and a bent portion of a pipe, and being designed to exhibit excellent watertightness. The present invention provides the apparatus for preventing a water leakage without a water outage by surrounding a pipe, comprising: a body unit having through holes which interconnect a space portion and the outside; an integrally packing unit having a multi-stage elastic structure; a fixing unit preventing movement of the body unit in accordance with an operation by a user; a valve installed in a selected through hole among the through holes; and a plug blocking a through hole wherein the valve is not installed among the through holes.
