PROBLEM TO BE SOLVED: To provide an electro-optical device having excellent reliability and quality, an electronic apparatus including the electro-optical device, and a method of manufacturing the electro-optical device.SOLUTION: The electro-optical device includes: a substrate 10 having a first surface P1; an organic EL element 40 which is a light-emitting element arranged on the first surface P1; an inspection terminal 24 arranged between an arrangement region E of the organic EL element 40 and an outer edge of the substrate 10 on the first surface P1; and a sealing layer 50 which is a resin layer formed over at least the arrangement region E and covering the organic EL element 40. The sealing layer 50 covers the inspection terminal 24.
