PROBLEM TO BE SOLVED: To enable initial setting appropriate for a system to be made without an access to a CPU and an initialization program with fewer terminals in a semiconductor device to which an identical OTP setting is made.SOLUTION: A terminal control unit 13 determines a terminal state from up to three level states and outputs a determined terminal state. An initial setting control unit 15 includes OTP memories 41 to 43 storing a plurality of initial voltage setting patterns, and selects one initial voltage setting pattern from the initial voltage setting patterns stored in storage means.
