A system for preheating a battery according to the present invention comprises: a temperature measurement unit for measuring the temperature of a battery pack connected to a vehicle starter; a battery state measurement unit for measuring the charging state of each of multiple battery modules constituting the battery pack; a control unit for outputting a preheating start signal by considering the temperature of the battery pack and the charging state of each battery module; and a preheating circuit unit for balancing the charging states to equalize the charging states by exchanging power between the battery modules according to the preheating start signal. According to the present invention, a battery pack is preheated by discharging the battery pack, and part of forcibly discharged power can be reused, thereby significantly improving the low temperature startability of a vehicle and minimizing power consumption.
