According to the present invention, in order to overcome the problem of existing water circulation devices having a solar light power generation system, which has disadvantages of being excessively installed relative to the necessary capacity or additionally installing an extra power generation device for maintaining constant available capacity because the power generation is changed upon season and power generation is insufficient during rainy days, provided is a double spin water circulation apparatus capable of self-generation and recharge, which can continuously operate even when generated quantity of solar light power generation system is insufficient as the apparatus is capable of self-generation and recharge without having an additional power generation device by being formed to regenerate power using the power of a driving motor driven by the solar light power generation system.
