The present invention provides a simple civil engineering improvement method. Water content in soft soil (12) of a civil engineering targeted area (8) is decreased by excavating and inserting modifying paper powder material into the soft soil and the excavation site is backfilled with the obtained modified soil (3A, 3B) that has better strength. Thereby, civil engineering can be further improved at a construction site.
