PROBLEM TO BE SOLVED: To reduce a processing load of a relay device.SOLUTION: A relay device comprises: determination means which determines whether a second communication device that is a transmission destination of a message received by a first communication device, can directly access a resource identified by resource identification information included in the message without passing the relay device; and conversion means which, when the determination means determines that the second communication device can directly access the resource without passing the relay device, converts the resource identification information included in the message so that the second communication device can acquire the resource without passing the relay device.
