PROBLEM TO BE SOLVED: To provide a device and a method for controlling a secondary battery, capable of suppressing exothermic heat of the secondary battery if an internal short circuit occurs.SOLUTION: A control device 20 of a secondary battery 10 using, as a positive electrode material, a positive electrode active substance formed of a solid solution material includes: storage means 20 for storing a preset upper limit value of a charge state determined from the relationship between the charge state and the heat quantity of the secondary battery; charge state detection means 40, 50, 110 for detecting the charge state of the secondary battery; and control means 20 for controlling the charge/discharge of the secondary battery in such a manner that the detected charge state value does not exceed the upper limit value. |
