PROBLEM TO BE SOLVED: To provide a thermal insulation panel capable of preventing strength degradation caused from a thermal insulation material.SOLUTION: A thermal insulation panel 1 includes: a first backing 2; a second backing 3 facing to the first backing 2 at a distance; and a thermal insulation material 4 disposed between the first backing 2 and the second backing 3. The thermal insulation material 4 contains aerogel particles and a binder for binding neighboring particles contained in the aerogel particles.
