The present invention relates to a perforated thermal insulation sheet using mineral wool and a manufacturing method thereof. More specifically, the present invention relates to a perforated thermal insulation sheet using mineral wool and a manufacturing method thereof, wherein the manufacturing method is capable of manufacturing the perforated thermal insulation sheet using the mineral wool with a high thermal insulation property, is capable of improving a nonflammable property by allowing the mineral wool and an aluminum foil to be arranged on top of each other, and is capable of including a perforating process to prevent a dome from being generated by gas or air due to a manufacturing process of a thermal insulation sheet. A distance between perforations is 5 mm. The manufacturing method comprises: a first supply step of supplying the mineral wool by rotating a fabric sheet roller on which the mineral wool is wound; a flame retardant adhesive spreading step of spreading a flame retardant adhesive on one surface of the mineral wool; a second supply step of supplying the aluminum foil; a flame retardant coating agent spreading step of spreading a flame retardant coating agent on one surface of the aluminum foil; a bonding step of pressing and bonding the mineral wool spread with the flame retardant adhesive and the aluminum foil spread with the flame retardant coating agent; a cooling step of allowing the mineral wool and the aluminum foil combined with a thermal insulation sheet to pass through an air-cooled cooling roll after the bonding step; a perforating step of forming multiple holes on the thermal insulation sheet; a needling process step of allowing the thermal insulation sheet and a foamed-resin substrate to be arranged on top of each other; and a pressing step of pressing the arranged thermal insulation sheet and foamed-resin substrate after the needling process step.
