The present invention relates to a hydrophilic coating composition having anti-fouling and anti-static properties. The hydrophilic coating composition having anti-fouling and anti-static properties comprises 65-70 wt% of methanol, 25-30 wt% of water, 0.01-2 wt% of tin oxide, 0.05-2 wt% of silicon dioxide, 0.001-0.010 wt% of platinum and 0.01-0.5 wt% of surfactants. The hydrophilic coating composition having anti-fouling and anti-static properties provides long term self-cleaning anti-fouling performance that pollution sources are quickly washed and run down by anti-static properties and rainwater by a coating layer or a film.
