PROBLEM TO BE SOLVED: To quickly restore a communication service even when, while providing a communication service using a plurality of bearers, a state is entered in which bearer connection information is unusable.SOLUTION: A P-GW 9 is a relay device for relaying connecting, a default bearer to which a control signal for a voice communication service provided to a terminal device T is transmitted after a connection between the terminal device T and a PDNNW is established and a dedicated bearer to which user data for the voice communication service is transmitted after a connection is established by the same communication path as the default bearer. The relay device detects an occurrence of a resume process or a trouble in a PCRF 11 for holding communication quality information pertaining to the voice communication service and connection information pertaining to the bearers, and, upon detection of the same, detects passage of the control signal using the default bearer, and upon detection of the same, requests a reconnection of the default bearer. |
