PROBLEM TO BE SOLVED: To provide a light-emitting module and a lighting device capable of making it difficult to generate a gap between a damming member and a member to which the damming member is closely attached.SOLUTION: A light-emitting module according to an embodiment includes: a light-emitting element group including a plurality of blue LEDs and a plurality of red LEDs; and a substrate 110 on which the light-emitting element group is mounted. The light-emitting module according to the embodiment also includes a wiring pattern 151 formed on a surface of the substrate 110 on which the light-emitting element group is mounted so as to face the light-emitting element group, at least a part 151a of the wiring pattern 151 being of a shape depressed in a direction in which the light-emitting element group is located. The light-emitting module according to the embodiment further includes a damming member 130 formed so as to surround the light-emitting element group such that a part 130a thereof stretches between the part 151a of the wiring pattern 151 of the shape depressed in the direction in which the light-emitting element group is located and a part 110b of the substrate 110 facing the part 151a of the wiring pattern 151 of the shape depressed in the direction in which the light-emitting element group is located.
