PROBLEM TO BE SOLVED: To provide a ticket issuing device, an information processor and a program capable of providing a sales promotion using a ticket sold by a shop or an exchange ticket.SOLUTION: The information processor includes: code reading means that reads a piece of ticket information and privilege information which are coded and printed on an issued ticket; and privilege processing means that executes a privilege processing to give a privilege to a customer based on the ticket information and the privilege information read by the code reading means.
