PROBLEM TO BE SOLVED: To use a network buffer in which connection requiring high-speed communication is preferentially allocated to a high-speed memory.SOLUTION: A communication device has a general-purpose memory 103 and a high-speed memory 101 to which high-speed access is available rather than the general-purpose memory 103. A CPU 102, as a network buffer, allocates a general-purpose buffer to the general-purpose memory 103 and allocates a high-speed buffer to the high-speed memory 101. The CPU 102 packetizes transmission data, using the general-purpose buffer and/or high-speed buffer.
