Disclosed are a method and device for controlling a data stream. The method comprises: receiving processing state information sent by an access network device, the processing state information representing a processing state in which the access network device processes a data stream; according to the processing state information, determining the maximum reference bit rate of the data stream; and sending a control request message to a PCRF, the control request message comprising the maximum reference bit rate of the data stream, so that the PCRF determines a QoS policy of the data stream according to the maximum reference bit rate of the data stream. According to the method for controlling a data stream of the embodiments of the present invention, a core network device determines the maximum reference bit rate of the data stream according to the processing state of the access network device for the PCRF to refer, so that the PCRF can determine the QoS policy of the data stream according to a current network state, and can effectively relieve the congestion of an access network particularly when the access network is in a congestion state, thereby improving the overall performance of the network and the user experience. |
