The present invention relates to a road traffic information providing device which receives standard information of a link and traffic information among road traffic information which is renewed periodically and provides it to a user as the type of a visible image. The road traffic information providing device comprises a first image producing unit including; a first rendering unit which renders an image which is overlapped with at least one among links in which traffic information is changed; and a first database which stores data to determine whether the image which is overlapped with at least one among the link in which the traffic information is changed or not. Moreover, the present invention relates to a road traffic information providing method which receives standard information of a link and traffic information among road traffic information which is renewed periodically and provides it to a user as the type of a visible image. The road traffic information providing method comprises; a step of receiving the traffic information of the link; a step of comparing the traffic information of the link with prestored traffic information of the link; and a step of producing an image corresponding to an index which is overlapped with a link in which the traffic information is changed.
