A network device is provided with: a transmission unit that transmits a nearby user terminal search request to a plurality of user terminals; a reception unit that receives a nearby user terminal search result based on the search request; and a control unit that selects a scheduling terminal to perform allocation of a wireless resource that is used in D2D communication from among the plurality of user terminals on the basis of the search result. The transmission unit transmits a scheduling terminal request for requesting that a user terminal become a scheduling terminal to the user terminal that has been selected as the scheduling terminal. |
