This battery pack control apparatus, which performs control such that terminal voltages of a plurality of secondary batteries (914) connected in series are uniform, is configured from: discharge circuits (915, 919, 971-97n) that selectively reduce the terminal voltages of the secondary batteries (914); and monitoring circuits (916-918, 911-913), which are directly connected to positive electrodes and negative electrodes of the secondary batteries (914), and which monitor the terminal voltages of the secondary batteries (914).
