PROBLEM TO BE SOLVED: To achieve reduction of power consumption in a communication device management apparatus.SOLUTION: A user device for using service of a service apparatus comprises: a communication unit for communicating with a communication device management apparatus and the service apparatus; a start signal processing unit for transmitting a start signal to the communication device management apparatus through the communication unit; a device information request generation unit for transmitting a request signal for requesting to the communication device management apparatus for apparatus information of the service apparatus. Before the device information request generation unit transmits the request signal to the communication device management apparatus, the start signal processing unit transmits the start signal to the communication device management apparatus.
