In a vehicle-mounted device, a user operation of an application program being operated in a portable terminal, a screen display, or a sound output are performed. An on-vehicle process management system determines whether the user operation of the application program, the screen display, or the sound output should be performed in the vehicle-mounted device on the basis of the result of verification of attached data attached to the application program. Thus, an unintended user operation of the application program, screen display, or sound output can be reliably limited.
