The present invention relates to an actuator, and more specifically, to an actuator including: a porous polymer membrane; and an electrode layer forming a carbon nano tube and is located on both sides of the porous polymer membrane. According to the present invention, the present invention reduces manufacturing costs and manufacturing time by having liquid electrolyte or solidifying the electrolyte due to supporting the electrolyte within a porosity of the porous polymer membrane. Also, the present can drive in the air for a long time. Also, the present invention reuses the actuator since the fluidity of the electrolyte to be injected inside the porosity of the porous polymer membrane is high so as to replace and inject additionally the electrolyte. The actuator having this configuration can be used in more various fields.
