PROBLEM TO BE SOLVED: To provide a fluorescent element which can minimize reduction of light extraction efficiency while suppressing the used amount of an activator or which can realize the same degree of light extraction efficiency as that in the case where the used amount of an activator is set to be the same as before, and to provide an illuminating device, a display device, and an electronic apparatus having the same.SOLUTION: A fluorescent element 48 is provided on an upper surface of a liquid crystal panel 20. The fluorescent element 48 includes a fluorescent layer 45 and filter layers 44, 47 which are opposed to each other with the fluorescent layer 45 interposed therebetween. In the fluorescent layer 45, a light absorption rate of a fluorescence substance in a part on a light incident surface side is higher than that in a part on a light emission surface side, and internal quantum efficiency of the fluorescence substance in the part on the light incident surface side is lower than that in the part on the light emission surface side. Furthermore, the amount of light transmitted to the light emission surface side of the fluorescent layer 45 among light incident to the fluorescent layer 45 increases, thereby the amount of light emission in the part on the light emission surface side of the fluorescent layer 45 increases. |
