The present invention provides a base station and a communication control method with which it is possible to appropriately change a mobile station that has no user data to be transmitted/received to an IDLE state. This base station (100A) comprises: a transmission/receipt data detecting unit (103) that detects the state of user data transmitted/received by a mobile station (200); a UE inactive timer control unit (107) that, in a case where the transmission/receipt data detecting unit (103) detects that there is no user data, activates a UE inactive timer (107a) that measures the time for which there is no user data in the mobile station (200); and a mobile station state control unit (105) that changes the mobile station (200) to an IDLE state in a case where the time measured by the UE inactive timer (107a), which has been activated by the UE inactive timer control unit (107), has exceeded a first threshold. |
