A method for predicting an earthquake, comprising the steps of: taking data generated from at least one satellite and a plurality of ground stations to measure Total Electron Content of an area of seismic interest for risk assessment; determining variations in the Total Electron Content near the area of seismic interest and at two or more points located around the area of seismic interest to obtain Total Electron Content data; creating a predictive model based on TEC measurements taken from a quiet-time ionosphere; comparing the Total Electron Content data to the predictive model; and forecasting an earthquake warning when the Total Electron Content data deviates from the predictive model.
