This battery monitoring apparatus is provided with: a monitoring IC, which monitors states of a plurality of battery cells connected in series or series-parallel, and states of circuits relating to cell voltage value detection, and which has a communication unit that transmits/receives a plurality of communication signals including information of results of the monitoring; and a control IC, which receives the communication signals, and controls the states of the battery cells on the basis of the information of the results of the monitoring. Each of the communication signals is capable of selectively transmitting one kind of information from among three or more kinds of information, the three or more kinds of information include at least battery cell state-related information and a circuit abnormality-related information, and the control IC is provided with a determining unit that determines whether the circuits are abnormal and the battery cells are abnormal on the basis of the communication signals.
