<p><P>PROBLEM TO BE SOLVED: To provide a technology for, when the license of an application is allocated to a user, preventing a plurality of licenses with different use authorities of the same application from being allocated to the same user in an ID management system or the like. <P>SOLUTION: This ID management system includes: a registration processing part 20 for registering a user, an application, a license, allocation conditions, allocation information, or the like in a management DB3 based on the operation of a manager; and a license end batch allocation processing part 40 for, when a plurality of licenses with different use authorities exist with respect to an application available by the user, automatically performing end batch allocation processing so that one license can be allocated to one user.
