PROBLEM TO BE SOLVED: To enable an entry-exit reservation in the order of incoming users.SOLUTION: A control apparatus 60 includes: an operation panel 22 for allowing a user authentication and a mechanical operation; and a remote-control transmitter 50, supplied with power from a battery 70, for performing the user authentication and a remote control of the operation panel 22. Further, the remote-control transmitter 50 includes: a remote-control signal transmission part (an RF transmission antenna 72) for transmitting a remote-control signal; and a power-supply-less authentication signal transmission part (a transponder 74) for storing authentication information of a user, starting the part itself by self-exciting by receiving an electromagnetic wave EMW transmitted from the operation panel 22, without using power of the battery 70, and converting the authentication information into a power-supply-less authentication signal SE, and transmitting the signal to the operation panel 22. Further, the operation panel 22 performs at least first-time user authentication that is executed when an entry-exit operation is performed, by a power-supply-less authentication signal reception part (a transponder 36) receiving the power-supply-less authentication signal SE.
