PROBLEM TO BE SOLVED: To appropriately control on/off of a small cell (small base station) in a configuration of arranging a small cell and a macro cell in an overlapping manner.SOLUTION: A base station forms a macro cell arranged such that it overlaps with a small cell, and controls on/off of a small base station forming the small cell. The base station includes: a notification unit for notifying the small base station of information on an uplink (UL) signal transmitted by a user terminal; and a control unit for controlling transmission of a downlink (DL) signal from the small base station on the basis of information reported by the small base station having detected the UL signal.
