PROBLEM TO BE SOLVED: To provide a method for manufacturing a clogging solution filled sheet, capable of filling a clogging solution without forming bubbles in micro-pores, and a sheet having a cover film.SOLUTION: The method for manufacturing a clogging solution filled sheet having a clogging solution filled into micro-pores of a base material having the micro-pores comprises: the step of preparing a sheet having a cover film stuck on the base material so as to seal the micro-pores in the state that the insides of the micro-pores of the base material are depressurized; and the clogging solution filling step of filling the clogging solution in the micro-pores by continuously supplying the clogging solution into the micro-pores of the base material while peeling the cover film of the sheet having the cover film from the base material under atmospheric pressure.
