The task of the present invention is to provide a capsule and a manufacturing method therefor, the capsule having a triple-layer structure by using a hollow silica capsule comprising a poorly water-soluble substance and a stabilizer, a hydrogel consisting of a polymer blend, and a polymer having suitable hydrophobicity. The main feature of the present invention consists of: a single-layer capsule consisting of a poorly water-soluble substance, a stabilizer and a hollow silica; a double-layer capsule in a form such that the outside of the single-layer capsule is surrounded by a hydrogel polymer blend; and a triple-layer capsule in a form such that the outside of the double-layer capsule is surrounded by a polymer having hydrophobicity.
