PROBLEM TO BE SOLVED: To provide a composite membrane having sufficient ion conductivity (proton conductivity) and gas barrier properties even when being reduced in thickness to 20 μm or less, and a method for producing the composite membrane.SOLUTION: There are provided a composite membrane and a method for producing the composite membrane. The composite membrane includes: a fine fiber; a matrix polymer that exists in a state of being in contact with the fine fiber; and a proton transfer substance doped in the fine fiber. The proton transfer substance is an acidic substance having two or more acid substituent groups. The fine fiber is made of a polymer having a functional group that can react with the acid substituent groups of the proton transfer substance.
