PROBLEM TO BE SOLVED: To provide a pull-up continuous casting device reducing local burden applied on held molten metal by applying external force on the held molten metal without making a shape regulating member get in touch with the held molten metal, and enabling improvement in pull-up speed of a starter: and to provide a pull-up continuous casting method.SOLUTION: The pull-up continuous casting device includes: a molten metal holding furnace 101 holding molten metal M1; a lead-out part 106 leading out the molten metal M1 from the molten metal surface of the molten metal M1 held by the molten metal holding furnace 101; and an electromagnetic power application part 102 regulating the cross-sectional shape of a cast to be casted M3 by applying electromagnetic force on held molten metal M2 led out by the lead-out part 106.
