A prediction unit predicts the power consumption of an electrical load. A calculation unit calculates an excess fee to be paid in addition to the cost of power received by a building of a consumer when the power predicted by the prediction unit exceeds a limit value set for the building. A transaction participation unit makes an application to a transaction device when the sum received by the consumer in a case in which a first state, in which power is supplied from a power supply facility to a power system, is selected exceeds the excess fee. A control unit selects the first state if a contract is established, and selects a second state, in which power is supplied from the power supply facility to the electrical load so that the power received from the power system does not exceed the limit value, if no contract is established.
