The charger power demand prediction unit 103 calculates a first power demand prediction value of electric automobiles by a plurality of chargers based on reservation situations of the plurality of chargers and output of the plurality of chargers in a predetermined district. The household power demand prediction unit 102 calculates a second power demand prediction value of electric automobiles by a plurality of household chargers based on charge results of electric automobiles by the plurality of household chargers and output of the plurality of household chargers in the predetermined district. The total power demand prediction unit 104 calculates a third power demand prediction value of electric automobiles in the predetermined district based on the first power demand prediction value and the second power demand prediction value.
