PROBLEM TO BE SOLVED: To generate a classification and identification filter with high classification and identification performance of a target without increasing a calculation amount.SOLUTION: A classification and identification filter generator is provided with a teacher image positioning unit 3 which calculates adaptation among a plurality of teacher images by using a spectral signal of a frequency region transformed by a two-dimensional Fourier transformation unit 2, classifies the plurality of teacher images into one or more clusters on the basis of the adaptation, and positions the teacher images belonging to the same cluster, in which a classification and identification filter synthesis unit 4 synthesizes the teacher images positioned by the teacher image positioning unit 3 with one another for every cluster classified by the teacher image positioning unit 3, and generates a classification and identification filter. |
