PROBLEM TO BE SOLVED: To reduce an uplink interference signal by use of reported control information when a connection base station notifies a user device of the control information to reduce the uplink interference signal and the user device receives a desired downlink signal.SOLUTION: A base station connecting with one user device in a radio communication system includes: receiving means for receiving, from interference base stations, first control information per interference base station used in the one user device in order to reduce uplink interference signals from cells formed by the one or more interference base stations or other user devices for the one user device; generating means for generating second control information based on the one or more pieces of first control information; and transmitting means for transmitting second control information to the one user device by a downlink control signal.
