The present invention relates to a flat plate photobioreactor in a side rotational method for cultivating microalgae. The present invention implements a high photocontact surface area ratio per maximum volume by selecting a flat plate among various forms of photobioreactors to cultivate microalgae, measures growth of microalgae by using change of photic sensitivity according to growth of microalgae through a light sensor, measures PH value in real time using a PH sensor installed on the edge of the top of the reactor, can perform PH correction to maintain constant value in real time through an acid and a base connected with the outside, properly mixes nourishment and microalgae in the photobioreactor through a side-circulation method, and has a structure that can be applied to both a batch cultivation method and a continuous cultivation method.
