The present invention is to provide a flexible spending limit service and to prevent damage by an abnormal transaction. The present invention includes: a service information management unit which is linked with an individual service management server, which manages a plurality of individual services that can be provided using a wireless communication terminal, for collecting service usage information of each client; a client payment information management unit for managing the previous payment history information according to the service usage of the client and credit information depending on the same; a spending limit management unit for managing spending limit of each of the individual services of the client and the integrated spending limit which is the sum of the spending limits; and a spending limit adjustment unit for adjusting an individual spending limit for the individual service in consideration of the credit information of the client or adjusting the integrated spending limit which is the sum of the individual spending limits wherein the spending limit adjustment unit adjusts an individual spending limit in consideration of the credit information of the client when the a specific service usage of the client exceeds individual spending limit or allows a payment for the excessive amount within the integrated spending limit.
