PROBLEM TO BE SOLVED: To reduce noise or the like generated in a boundary of tiles introduced to a moving image encoding system.SOLUTION: In a motion vector detection section 109, a moving image signal of a first tile and a moving image signal of a second tile included in one picture are supplied to a first detection part 109_1 and a second detection part 109_2, and a reference image is supplied from a frame memory 108 to the first detection part 109_1 and the second detection part 109_2. In the first detection part 109_1, among a number of moving image signals included in the first tile, a moving image positioned in a tile boundary between the first tile and another tile or in the vicinity of the tile boundary is processed by inter-prediction. In the case of that processing, the first motion vector detection part 109_1 generates a first motion vector MV1 so as to preferentially refer to a reference image included in another tile different from the first tile among reference images read out of the frame memory 108. |
