PROBLEM TO BE SOLVED: To enable a user to specify a type of authentication to be performed when a secret key issuing station issues a secret key, in an ID based encryption method.SOLUTION: An ID information generation device 1 which generates ID information to be used in an ID based encryption method, comprises: an input unit 11 which receives input of authentication type specification information for specifying a type of authentication to be performed on issuing a secret key to be used in the ID based encryption method; an ID information generation unit 12 which generates ID information including the input authentication type specification information; and an output unit 13 which outputs the ID information generated by the ID information generation unit.
