PROBLEM TO BE SOLVED: To provide a method for manufacturing a transparent substrate with a cured film, which has a cured film capable of achieving high transparency and desired film characteristics (particularly, high rust-prevention property) even when the film is thin.SOLUTION: The method for manufacturing a transparent substrate with a cured film comprises: disposing a photosensitive layer containing a photosensitive resin composition which comprises a binder polymer, a photopolymerizable compound and a specific photopolymerization initiator, on a transparent substrate; curing a predetermined part of the photosensitive layer by irradiation with active rays; and then removing the photosensitive layer except for the predetermined part so as to form a cured film of the photosensitive resin composition that partially or entirely covers the substrate.
