PROBLEM TO BE SOLVED: To provide a user device and a communication method capable of achieving more flexible access regulation similar to access regulation in units of application while using access regulation and the like in an existing service level.SOLUTION: An RRC layer 110 of a UE 100 receives an activation command of access regulation from a mobile communication network. In a case that origination by an operator provision service 130 is permitted, on the basis of a regulation condition acquired from the RRC layer 110, an ESSAC stack 151 transfers to an NAS layer 120 the transmission data originated by the service to which a permission flag is added. The NAS layer 120 transfers the transmission data to the RRC layer 110 without confirming presence or absence of the access regulation of the origination data in a case that the permission flag is added. In addition, when receiving the transmission data to which no permission flag is added, an ESSAC stack 152 transfers the transmission data to the RRC layer 110 in a case that the transmission data is permitted, on the basis of the regulation condition acquired from the RRC layer 110.
