The present invention relates to an eco-friendly cushiony flooring and a manufacturing method thereof which can block various harmful materials released from a layer below a surface treated layer due to abrasion of the surface treated layer and provide sound insulation and cushiony performance by applying eco-friendly biodegradable PLA resin to the upper side of the flooring. In order to achieve this, the eco-friendly cushiony flooring according to the present invention comprises: a release layer; a foamed layer put on the release layer; a size reinforcement layer put on the foamed layer by a medium of a coating layer; a printed layer put on the size reinforcement layer; a transparent PLA layer put on the printed layer; and a surface treatment layer put on the transparent PLA layer. The eco-friendly cushiony flooring and the manufacturing method thereof according to the present invention can prevent various harmful materials released from the layer below the surface treatment layer by applying the eco-friendly biodegradable PLA resin to the upper side of the flooring and prevent noises through floor by providing sound insulation and cushiony performance.
