PROBLEM TO BE SOLVED: To provide a post-processing device and an image forming apparatus, capable of making the device smaller.SOLUTION: A post-processing device 14 includes: a transport path 41a that includes a first transport path 40a which is bent in one direction and a second transport path 40b which is continuous from the first transport path 40a and is bent in the other direction, and that is directed vertically downward while being bent; a first processing unit 42 that is provided on the first transport path 40a; a second processing unit 44 and 44 that is provided on the second transport path 40b; and third transport paths 41b and 41c that are continuous from the second transport path 40b and that are directed vertically upward.
