PROBLEM TO BE SOLVED: To provide an apparatus for manufacturing an electrophotographic photoreceptor, which can accurately measure temperature of an object to be heated and can uniformly control temperature in a production process of an electrophotographic photoreceptor even when a surface state of a substrate or coating film thickness of an electrophotographic photoreceptor fluctuates.SOLUTION: The apparatus for manufacturing an electrophotographic photoreceptor includes: a coating film forming device for forming a coating film on at least a substrate surface; and a heating device for heating the substrate on which the coating film is formed. The heating device compares temperature detected by a radiation thermometer with set control command temperature and heats the substrate in accordance with the difference of the temperatures; and the device corrects emissivity of the substrate on which the coating film is formed or the control command temperature in accordance with the surface state of the substrate on which the coating film is formed.
