PROBLEM TO BE SOLVED: To prevent the collision of following entering vehicles with a blocking bar during resetting operation of the blocking bar. SOLUTION: A vehicle number storage part 208 stores the number of vehicles existing in a predetermined region. A vehicle number calculation part 207 adds 1 to the number of the vehicles stored by the vehicle number storage part 208 when an entrance sensor detects that the vehicles enter into the predetermined region. The vehicle number calculation part 207 subtracts 1 from the number of the vehicles stored by the vehicle number storage part 208 when an exit sensor detects that the vehicles exit from the predetermined region. A resetting instruction receiving part 209 receives a resetting instruction to move the blocking bar from a releasing position to a blocking position. A resetting control part 210 instructs a vehicle passage crossing gate to execute its resetting operation to move the blocking bar from the releasing position to the blocking position when the resetting instruction receiving part 209 receives the resetting instruction in the case that the number of the vehicles stored by the vehicle number storage part 208 is 0.
