The present invention relates to an eco-friendly loess-sulfur complex with adjusted pH and uses thereof. In the present invention, a loess-sulfur complex is manufactured by using a method for manufacturing loess-sulfur complex with adjusted pH by using vinegar, which has little toxicity and excellent effects of preventing plant disease, improves the content of caustic soda and reduces phytotoxicity, thereby used as the eco-friendly loess-sulfur complex.
