PROBLEM TO BE SOLVED: To provide a luminous phosphorescent laminate having a high phosphorescence efficiency and high emission intensity, and a luminous phosphorescent device using the same.SOLUTION: A luminous phosphorescent laminate 12 is formed by stacking two or more luminous phosphorescent portions 24 including a transparent light guide layer 19 and a phosphorescent material layer 23 in close contact with the light guide layer 19. The light guide layer 19 has a thickness of 10-500 μm. The phosphorescent material layer 23 has a thickness of 10-400 μm, and includes: phosphorescent material particles 22 in contact with and dispersed on the light guide layer 19; and a light guide path 28 formed among the phosphorescent material particles 22.
