<p>Disclosed in an embodiment of the present invention are an authorization allocation method, apparatus and system, which relate to the field of communications and are used to reduce authorization signaling and signaling overhead. The method provided in the embodiment of the present invention is applied to an uplink multi-carrier mechanism comprising at least one secondary carrier; the method comprising: in the case that at least one process on the secondary carrier is in a state of activation and/or service authorization on the secondary carrier is larger than zero authorization, user equipment sending to a base station indication information regarding a secondary carrier inactivation process or indication information that the service authorization on the secondary carrier is set as the zero authorization if UPH (UE Power Headroom) of the user equipment is not more than a first threshold value and/or TEBS (Total E-DCH Buffer Status) cached in the user equipment is not more than a second threshold value; and the user equipment inactivating the process on the secondary carrier or setting the service authorization on the secondary carrier as the zero authorization.</p> |
